The Business System Analyst will contribute to the success of the CLEBC website, online store and other web-based and non-web-based applications and processes; be the liaison between the business unit, the technology team and the support team throughout multiple project lifecycles; act as an advisor and make recommendations in response to new solutions; and assist in the preparation and update of business processes. The role requires the ability to review business opportunities, technical specifications, projected costs and proposals, and provide advice to help determine whether the initiatives are feasible. The Business System Analyst provides functional support and expands capabilities in the areas of legal resources and education, project management, programming and administration, and fulfils a critical role in delivering integrated business and information solutions.

Duties and responsibilities include:

  • Elicit requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases scenarios, business analysis, task and workflow analysis.
  • Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs.
  • Develop and deliver presentations to internal staff and external suppliers and look for business opportunities that are used to develop detailed business and technical specifications, projected costs and proposals.
  • Troubleshoot, make changes, innovate to improve and update existing applications.
  • Develop requirements specifications according to standard templates, using natural language.
  • Collaborate with developers and subject matter experts to establish the technical vision and analyze tradeoffs between usability and performance needs.
  • Liaise between the business units, technology teams and support teams.
  • Research and test technology to support CLEBC’s current and future initiatives.
  • Work as a team member with other technical staff, to ensure connectivity and compatibility between systems.
  • Conduct technical research on system upgrades to determine feasibility, cost, time required, and compatibility with current system.
  • Maintain confidentiality with regard to the information being processed, stored or accessed by the network.
  • Document system problems and resolutions for future reference.
  • Conduct feasibility studies and perform cost benefit analysis to determine viable solutions for process improvement needs.
  • Provide direction to internal and external users and assist in the effective and efficient resolution of issues.
  • Plan, track, and communicate activity status to shareholders and IT Director, as required.
  • Provide project methodology guidance and advice to all levels of business users and all levels of technical staff.
  • Identify and analyze information to give early warning of potential problems and recommend corrective action.
  • Identify opportunities and recommend solutions that will enhance or improve current business processes.
  • Stay informed on new or emerging trends and technologies that provide clear benefits to the organization, business partners, and/or customers.

The ideal candidate will possess the following education, skills and abilities:

  • Diploma/degree/equivalent experience in business systems, computing or related field or a combination of education and experience with 2 to 4 years of progressive experience\
  • Successfully engage in multiple initiatives simultaneously
  • Work independently with users to define concepts
  • Strong analytical and project management skills, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements
  • Excellent verbal and written communication skills and the ability to interact professionally with a diverse group, including executives, managers, and subject matter experts
  • Strong background in testing and quality assurance
  • Belief in Test Driven Development
  • Knowledge of industry trends and best practices
  • Highly organized and energetic self-starter with the ability to meet deadlines in a fast-paced environment
  • Thorough attention to detail
